Without logs, it's impossible to say - you could have an issue with downloading keys, but that would show up in the logs.

Re: UHD Drive having Trouble Reading Some 4K Discs.
Make sure your discs are clean and if it still fails it could be a comms issue. To check a comms issue, run up a VPN on the machine and try again while the VPN is running. If it works there is an issue with IP or DNS filtering I imagine.
Re: UHD Drive having Trouble Reading Some 4K Discs.
I'll add to what Woodbeck stated and specifically say use a VPN with exit nodes in Asia. I have had the HK download fail from the US and Europe, but succeed from Japan.
Weak Laser? Re: UHD Drive having Trouble Reading Some 4K Discs.
I was also could not make a back up of this disc, even after lots of cleaning. I looked at the disc and it's weaker than most as regards to strength of its fabrication. I'd used my drive a lot for CDs, so I decided to check whether the problem may be with the bluray reader. I installed my back=up UHD reader, which was new, and I no longer had a problem with the Dune 4K disc.
Try replacing your UHD Bluray drive with a new one.
