When I try to rip "The Music of Silence" (a dual-layered DVD), it initializes, scans the seamless segments of the title, then rips exactly 15.6MB of the movie. At this point the software hangs for several minutes before failing with no specific error. I am certain this is not due to a read error as I was able to take a full iso of the disc with no issues. The debug log seems to complain about some sort of "broken timecode" in the title but I do not know what this means.

I think the broken timecode message is a result of the earlier error.
I didn't see any of the usual drive-can't-read-the-disc errors in your log. I couldn't say what's gone wrong in your case, but something clearly has.
What happens if you use MakeMKV to make a DVD backup instead of ripping a title directly from the disc?

It wasn't clear to me if you made the .iso with MakeMKV. Presumably you did?
If that's the case, then I think there's something weird with that DVD which seems to have uncovered a potential bug in MakeMKV.
