You likely could compile it in a linux container. Lets say chrome os has the kernel drivers needed for a usb to sata enclosure.
You would not be able to get the drive exposed to the linux container. You would need to run your chrome os in dev mode to get access to the sata drive. Then it goes back to the question of do you have the needed kernel modules.
