My doubt is about extracting blu-ray files from different regions, that is, those that have region locks. Although in a brief search on the forum, I saw positive responses on this topic, but I would still like to ask.
I'm from region A, and I have PS4 Pro and PS3. But I don't think they will play this B region disc.
Does MakeMKV extract blu-rays from any region?
I have a WH16NS60 with firmware 1.0 (Can having downgraded firmware affect extracting blu-rays from different regions?)

Bluray regions are enforced in the menus, unlike DVDs that use different encoding for different regions.
MakeMKV does not care about menus, it simply extracts the video. If your minimum title length is set low enough (I use 30 seconds), it will even extract the alternate video streams that are displayed when an official BD player reads an "out of region" disk.
