Why do some standard definition contents get released on Blu-ray?

I think the question is self explanatory. Lots of shows can't be restored like older cartoons, and shows shot on videotape. If those aren't HD, why aren't they just released on DVD?

Money.
Because DVD limits the number of episodes per disk too much.
DVD, 5-7 episodes per disk.
BD, I have seen 52 episodes on one disk.

The problem is not the rerelase on BluRay, but the contents are more often just badly upscaled to match BluRay resolution. Of course this doesn't make the image any better!
There are also some animation series which have been rereleased on BluRay, but with SD content. So like 30+ episodes could fit onto one BluRay. Which is much better than upscaling without improving the quality while doing so.
