Not necessarily the drive, but it is one of the possibilities. More likely is scratches on the disk that make it so the drive can't see the sectors it is trying to find, dirt doing the same thing, or a badly-mastered disk.
First step is cleaning the disk in question, and maybe waxing it (I use Pledge furniture polish to do both at once).

Number 1 probable cause for this is a damaged or dirty disk. Have you tried another one for isolation purposes yet?MEDIUM ERROR:NO SEEK COMPLETE

I know this is a decade bump, but I just wanted to say I had the same issue, only on this disc. I think there's something screwy with this bluray.
