720p DVD rip subtle stuttering in certain programs

I ripped an old anime DVD in 720p, and the file plays fine VLC, but it has a subtle stuttering in Windows Movies & TV and Windows Media Player. Is there any way to fix this so it plays smoothly in any program?

"720p" doesn't sound like a DVD. DVDs are typically 480p or so (depends on whether they're NTSC or PAL).
If they are standard rips, the problem would be in the player's rendering speed. And the ones you specify aren't generally going to handle DVD output without additional drivers.
