I'm trying to convert the DVD to MKV file but it won't allow me for some reason...
On my PC the disk itself is not really playing because sometimes it won't run, and other times it will play the video but it will show these errors:

I tried to rip the DVD on my dad's laptop and strangely enough it did run the WHOLE video with no errors and no problems, from start to finish, and it even scanned the DVD successfully for the DVD rip process, well sometimes it showed the error when it failed:

But then I kept trying to scan it and scanned successfully but it gave me this error when trying to export the successfully scanned DVD:

MakeMKV cannot correct for unreadable disks.

Your drive is having problems reading large areas of the disk, so you should start by trying to clean it.

I did clean it, even several times since this is like day 4 of trying to rip the disk. what else can I do? polishing it or whatever?

You're using a DVD-only drive, so you already have the advantage of using a red laser instead of a blue laser.

HOWEVER, I didn't notice one key thing in your logs - the initial error occurs fairly deep into the read, when the disk would be spinning fast, and the drive then goes off-line for a while. You need to make sure the drive has FULL power available (plugged into the computer itself, rather than a hub), and may need a two-headed cable to run at full speed.

Otherwise, you can limit the write speed by having it output to a USB2 flash drive, NTFS or ExFAT formatted, which will slow things down enough to keep the DVD drive from shutting down.

I am really a dummy, could you explain what I'm supposed to do or what to look for online?

You need a USB flash drive that is at least as big as what you're ripping. DVDs can be done with a 16GB flash drive.

Format the drive as either NTFS (if you're using Windows or Linux) or ExFAT (for Windows and MacOS), and make it the target of your rip.

The slow write speed of a flash drive will limit how fast MakeMKV can run the optical drive, so it won't go so fast as to run out of power.

USB-powered drives are limited by the available power on the USB port it is plugged in to. The ports on the computer itself should have "full power", 2.5w available. Hubs (unless they have their own power supply) split that 2.5 watts between things plugged in, and that means the drive runs out of power before it reaches full speed.

Some drives come with a two-headed cable, meaning they probably need more than 2.5w to run, and need to be plugged into TWO USB ports to run at full speed.
