Cannot open DVD 1.16.7

A Siggraph DVD from 2011. (A computer animation festival, not anything that was ever sold or marketed)

Unable to open disc.

VLC plays all titles just fine.

Handbrake can copy the titles over, but each one has massive distortion, pixelation, lines through it like the old fashioned rabbit ear antennas.

MakeMKV is unable to open.

In the past I believe I used other drives when I had this issue, not understanding how or why that would sometimes work, however I no longer have them.

It seems you've got MakeMKV set to skip titles less than 1500 seconds, which is 25 minutes. Perhaps try adjusting that to something smaller in MakeMKV's settings.
