I noticed some software does not do this, does MakeMKV do this? It's necessary for watching on a modern TV

1) MakeMKV does not alter the video stream upon ripping (except removing the CSS protection). If it's progressive, it will be progressive afterwards, if it's interlaced, it will be interlaced afterwards. Any information about the amorph information is taken from what the video stream tells MakeMKV.

2) Modern TVs should be very much able to handle interlaced content themselves. My Sony Bravia for example takes these formats:
HDMI™ Signal :4096 x 2160p (24, 50, 60 Hz), 3840 x 2160p (24, 25, 30, 50, 60 Hz), 1080p (30, 50, 60 Hz), 1080/24p, 1080i (50, 60 Hz), 720p (30, 50, 60 Hz), 720/24p, 576p, 576i, 480p, 480i
notice the various i-formats which stand for Interlaced.
