So far all of my rips have been in 23.976, is it possibly the Blurays that have been encoded at this rate and therefore MakeMkv
only copies them as they are?

Can anyone help?

Of course it can. Use Mediainfo on the BD's m2ts to see the FPS are exactly the same.

Yes, most Blu-rays are encoded at 24000/1001 fps, not 24.
