Compressing/Re-encoding 1080i material

I generally take all of my Blu-ray and DVD rips and re-encode them to 720p progressive video for compatibility purposes (MY TV's can handle mkv files over DLNA but can't de-interlace). I'm looking for some good advice on filters to use to take 1080i60 material and de-interlace/re-encode it to 720p30 material.
Any suggestions welcome. Right now I'm working on "The Killers - Live at the Royal Albert Hall" Bluray. It seems to be a true 1080i60 interlaced source.
I have Xvid4psp and handbrake installed.
Thanks in advance.
