H264 mkv file size

Dears,
I have a question of understanding:
Why is there a significant difference of file size between a „MakeMKV“ Bluray rip and a converted from Handbrake?
Background: I have big issues to play mkv files on Android devices (Fire TV stick, Mi Box S, Kodi, MX Player, VLC, different codec packages) that have VC-1 video codec. These files have been generated by MakeMKV. So, I decided to convert these files. I used exactly the same preferences as I can see in the tool MediaInfo. But nevertheless there is a difference of up to 75% in file size. So, I tried the same with a AVC (H264) file coming from MakeMKV. But there is still a giant difference. How’s that possible?
