MKV to Blu-Ray

Can anyone refer an authoring program that converts MKV files to Blu-Ray format, creates menus, and then burns the files to the Blu-Ray disc?
On the Mac, I think Toast Pro will author blu-rays with menus.
On Windows, it might be Nero that'll do that stuff.
I haven't used either program in a long time. I haven't used a Windows computer in anger for more than two decades at this point, so my point of reference for Nero is positively ancient.
