any software to automatically encode smaller versions?

I am trying to learn and understand about file size optimization with minimal image quality loss, benefit of course less storage space used and id assume it would stream easier via plex. Any guidance is appreciated. Also trying to understand how to create DV with Atmos files!

Handbrake doesn't decrypt (natively), but it's a popular tool for (re)encoding to other compatible formats.
