HDR MKV not working

got a new pc put together (i5-8600, GTX1070 ti connected HDMI direct to Samsung KS8000) and some things work and look great with HDR. i've got a couple sample videos from
http://4kmedia.org/, a ts file and an mp4 file. those both show in HDR using VLC and MPC-BE. i've got the tv's UHD color setting to on (this has to be on for youtube to make HDR an option), and windows has HDR and WCG set to on. i can't get an MKV to show properly with HDR though. the codec info on my MKV file says color space is ITU-R BT.2020

it kinda worked. i saw colors become more saturated, but it seems like the tv isn't putting out as much light. when the HDR is working, bright lights are intense. the MKV with the madvr settings didn't have the luminance i've seen with HDR.

Just put the MKV files on an external drive and plug it into the tv and use the built in video app...problem solved.
