Converting MKV to DVD ISO

I know this question has been asked many times, but I have been reading on various forums for an answer but didn't find one 
I have converted many DVDs (mostly standard single-layer DVD-Rs) to MKV and now want to burn a DVD-R of some of these MKV images. Since the DVD(-R)s have been converted to MKV as-is, there should be no format issues - except for the fact that the menus will be gone, obviously. Unfortunately, all solutions I've tried re-code either the video or audio - which of course will lead to a loss in quality. Is there a freeware that can do it without transcoding?
