If you are used to Handbrake, give Fastflix a try:

I use
BD-Rebuilder and do a "Alt-Movie Only" process to MKV Container HEVC, No_Resize, Intact Audio, with CQM=21, using NVEnc Encoder in High Quality.
Works great, and the same profile/setup works for both 1080p Bluray as well as HDR/DV 4K's.

I'd personally just invest in more storage and keep the HDR quality, but that's obviously not what you're trying to achieve, so BD-Rebuilder might be what you're looking for.
