make mkv still hangs after downgrade

I am trying to get makemkv to work with VLC to play blurays
But even just running makemkv alone it hangs

Originally installed via ppa
I have it set to connect to internet
Followed these instructions to downgrade viewtopic.php?p=170932&sid=a109b22ce301 ... f7#p170932

Try to downgrade to 1.17.6

For me that was the last version still working.
