Help troubleshooting error Failed to open disc

Headless machine running makemkvcon running into error "Failed to open disc" on new DVD set.

Apparently this is not a disc issue, on my neighbor's desktop MakeMKV is able to read successfully:

My personal computer is ripping other discs correctly, only seems to be running into issues on this set of discs. Any idea/advice to try troubleshooting?

I'm getting the same thing on linux with a WH16NS60. Some DVDs rip perfectly, others for some reason fail to open. This is using the GUI version, instead of makemkvcon. Interesting to see that we're getting the same sequence of errors.
