looking for flashed 5.25" usb 3

interested in purchasing a usb 3 drive w/ 12x read speed

i'm in the bay area in california and open to picking it up, or having it shipped.

You won't find any drive that can rip at 12x. Generally you'll never see more than 4-6x, depending on number of layers on the disc, Mfg of drive mechanism & condition of the disc.

USB 2.0 vs. USB 3.0 doesn't matter for ripping - 2.0 is faster than any drive can rip.

That being said, the two 5 1/4" drives I have available & the Buffalo slim I have available are USB 3.0, if that's truly a requirement for you.
