SDFtool not finding .NET Desktop Runtime

Hello!
I'm running Windows 10 Pro on an old T430 Thinkpad (i5-3320M processor). Yeah, I know it's old; but it's something that I can leave running "over there" and come back in an hour or so to swap in another disc.
I have an LG BP60NB10 drive that I'm using for my ripping, and it's been great so far except for a 4K UHD Bluray.
I found https://www.reddit.com/r/UHD_Drives/com ... drive_use/ with instructions for pushing new firmware to it, but I'm having problems getting `SDFtool Flasher.exe` to run. I've tried four different versions of the .NET installer (4.8, 6.0.428, 8.0.405, and 9.0.102) from the Microsoft website, but no matter which version I have installed the SDFtool Flasher gives me this error:

I started my journey here by following that URL to get my .NET installer, and that got me version 9.0.102. But after it failed with the same error (even after a reboot) I tried the older versions thinking it might be some issue with Windows 10 (19045.5371) compatibility, to no avail.
I've poked around haven't managed to find anything that helps explain why the SDFtool Flasher can't find .NET after it's been installed. Any pointers would be greatly appreciated!
