That is a surprise. Pre-2022 drives are used as-is for UHD ripping, or so it's claimed elsewhere. I always thought the only reason newer drives couldn't be used for UHD was the lack of LibreDrive.
Who told you this? Even if it is a pre-2023 Pioneer with LibreDrive enabled, it does not mean it will do UHD discs. It must be an "ultra HD ready" Pioneer model or you need to flash the firmware to UHD model.

Most of these drives can be crossflashed for UHD.

How? Why can't the flasher be made available for download now?

Because the person that wrote it does not want it publicly available.
Cheers :D

Why not? I understood that logic when Pioneer were producing drives but now that they aren't and Libredrive is being enabled across many more drives, what is the issue?

I don't want to speculate. The author asked us not to share it so we (well at least I do) respect this.

People talking about using the X13_BK drives for UHD is fairly common. I suppose what was meant was that they could be cross flashed, but many discussions don't make that clear and somewhere in all my travels I mistakenly equated the X13_BK with being an S13_BK in an enclosure.

Fair enough. How would one carry out a cross flash then?

For older Pioneer drives with the pre Dec 2022 firmware, contact Billycar11. For Pioneer drives with the newer firmware, they cannot be cross-flashed at this stage.
