There are quite a couple of reasons why this doesn't work.
Drive not empty and/or tray not closed.
Third party SATA controller. Attach to mainboard SATA controller.
Some AMD SATA controllers can make trouble or when SATA is configured as RAID.
If AMD, try to connect the drive to an Intel board and to the mainboard SATA controller.
Last resort: Buy a BENFEI USB->SATA controller with power supply (<$20) and try that.
Always shut down the PC after flashing and wait a minute before powering up again.
