I have Asus internal Sata DVD drives stored away and I know that these drives have mechanical parts, lubrication, motor, lens

How many times a year is it necessary to energize these drives to maintain good health of the mechanical parts, lubrication, lens?

Properly stored, zero times per year. Operating them exposes them to potential damage.

Internal drives could be anything. 9-13mm high drives (laptop internal) and 5.25" drives (desktop internal) have different ways they can become "gummed up" or damaged in use. They more they're used, the more damage they can accumulate.

my drive is 5.25" I had previously read that if you don't use the engine lubricant frequently, it will have problems stopping or drying out.
