Replacement WH16NS40 drive not working

I have one Windows system that is working fine with a WH16NS40 drive to rip 4k media.
Another drive that I purchased about 1 year ago for another system has stopped working.
When 4K media is inserted, it just says "No Disc".
I just purchased a replacement drive and it exhibits the same behavior with 4K discs.
Ripping a bluray seems fine.
I can't figure out what else can prevent the new drive from working unless it just happens to be defective.
