Graphics Card for 4k UHD

When playing 4k HDR videos, there's a high-pitched whistling sound coming from desktop, its said that because maybe the computer can't fully handle it. What graphics card do you recommend, budget if possible ?

If so I would recommend a GTX 1650 but must likely the disturbing noise is caused by the voltage regulators on your mainboard. There may be several reasons for that, e.g. your CPU draws more power when playing 4k files but that's not for sure. This card supports video acceleration at a low budget and would also help if you are recoding / transcoding video.

This is the most affordable card that supports H264 and H265 video support / acceleration. The driver model is very consitent for these which is not the case for AMD cards. It's not a card to play the latest games but that's not something you are looking for as far as I understand. The card provides GPU support in CloneBD, DVDFab, Handbrake etc. just to name some.
Go for it. If you still don't trust my recommendation you will have to do your own research.

I am new to this. Theres so many terms and specs that is very elusive to me and my English is not good.

Trust me and spend the $ /€ 150 or do your own research as I mentioned. Cheaper / older cards don't support H265 video as used on UHD discs. More powerful cards are only worth it if you play video games on your PC.

MSI Geforce 1650. One of the quietest.
