can i buy pioneer bdr212ubk for 4k uhd playback with powerdvd 21 ultra? my specs:
msi z490 tomahawk
32gb ram 3866mhz
intel i9 10900k wih sgx support

You could and it should work but I wouldn't rely on it you are not using a graphics card at all?

go for unofficial playback only lg and asus drives can do that for now see list in guide below.
pioneer may be supported soon but not yet

no difference not even a difference between a WH14NS40 and those once flashed if you get a desktop drive get the cheapest one a WH14NS40
they are all the same drive
i personally only recommend the slim drives BU40N and BP60 or similar i have had way to much bad luck with the full size ones
