MakeMKV v1.18.3 win(x64-release) started
Using LibreDrive mode (v02.2 id=CF9A35717F1B)
Using direct disc access mode
Loaded content hash table, will verify integrity of M2TS files.
Saved AACS dump file as C:[Redacted].MakeMKV/MKB20_v82_STRAY_DOG_09B0.tgz
The volume key is unknown for this disc - video can't be decrypted
Failed to open disc

You didn't mention if you had emailed the dump file to
svq@makemkv.com so that it could be added to the program. Posting the file here can get the third-party database updated (usually), but does nothing for native capability.

Have you tried downloading the latest
KEYDB.cfg file, copying it into MakeMKV's data directory (i.e. where MakeMKV also writes its TGZ dump files) and restarting MakeMKV?
Since you're also using Windows, you could try using SamuriHL's
KeyDB Helper utility too.
