Grab the latest keydb.cfg and drop it in your MakeMKV data directory and you're good to go. I'm ripping it now as we speak.

Are you trying the (default for many browsers) HTTPS version of the page, or it's actual HTTP (no encryption) version? Some browsers will refuse to access it without encryption unless you're VERY insistent. Others will try the encrypted version first, then non-encrypted. Others (like Chrome and Firefox default settings) will simply say it doesn't exist.
This is a server side error. Not sure what you mean by "your page". If you mean the findvuk page where the keydb is hosted, I have nothing to do with it. But from what I understand it's hosted on a free account that is subject to maintenance and frequent down time. I noticed it was having issues earlier but I retried downloading a few times and was able to get the latest.

Could you also upload the TGZ dump file into (say) OneDrive or Google Drive please, and then reply with a public download link?
