Paramount states the following concerning its UHD release of The Ten Commandments:

As part of the restoration done in 2010, the film was scanned in 6K and those files were the basis for this brand new Dolby Vision version, which shows off the full beauty of the original VistaVision negative. The VistaVision format used special cameras to feed 35mm film into the camera horizontally in order to capture a wider image spread over two 35mm film frames, giving VistaVision twice the resolution of regular 35mm film. In addition, Paramount spent well over 150 hours doing new color work and clean-up on the scan. The move to Dolby Vision created the opportunity to further improve the look of the film: blacks are enhanced and improvements were made to smooth out special effects mattes to create the most vibrant and pristine image possible.

To add to what dcoke already wrote, the size isn't really surprising. Many of my rips of 90- to 120-minute movie 2K disks are in the neighborhood of 25-30GB, so for a 220-minute movie in 4K, that sounds about right.

The Dolby vision looks really good and it has dolby atmos so that probably adds to the size

blu-ray.com suggests that the disc has DTS-HD MA 5.1, which is a high quality lossless audio format from the company DTS, Inc. The competing Dolby format equivalent is Dolby TrueHD, also a lossless audio format. Dolby Atmos is an object-based positional format (in simplistic terms it adds height audio channels) that can be delivered in either a Dolby TrueHD stream or a Dolby Digital Plus stream. Dolby Digital Plus (aka E-AC-3) is not lossless but is more capable than the Dolby Digital format (aka AC-3) found on DVDs. Lots of streaming services use Dolby Digital Plus audio streams.

Is all that clear as mud? :)

DTS-HD MA, being a lossless audio format, can be non-trivial in size; often several gigabytes for a 2 hour movie.
