KEYDB.cfg file contains this entry:

Does copying this file into MakeMKV's data directory (i.e. where MakeMKV also writes its TGZ dump files) and restarting MakeMKV help?

This disk's key is known already to exist in
KEYDB.cfg. See
above.

It worked this morning. I didn't have to manually download and install the latest keydb.cfg file. I've never had to do the manual keydb.cfg before.
Anyway, working now.
