What programs can I use to watch Dolby Vision ripped videos on desktop ?

Long as you have an HDR display and HDR capable video card you can watch them.
Lots of programs can do it so require windows to be in HDR mode some can automatically turn it on for you.
VLC you have to turn HDR on in windows
Jriver media center swaps automatically once setup
Mpc with madvr swaps automatically once setup

I even gave you my settings a few months ago

i7 9700K, ASUS Z390-A, 32 GB RAM.
$300 - $400 ?

You can get away without a video card you can just use display port with that setup that has HDR or you can use a display port to HDMI 2.0/2.1 converter cable to get HDR.
The only problem is you lose lossless audio if you use a converter cable.
There no good HDR monitors or TV's in the 300-400 range
I would recommend one of the oleds from Asus, gigabyte or lg in the 42 inch size they are about $1000 the Asus and gigabyte have display port that would be better for your setup.

your display does not do HDR and hdr video card wont help your current IGPU already can do HDR it the monitor that cant
just on that board you need to use display port as the hdmi is only 1.4
