PoTC: World's End Dolby Vision

I'm trying to figure out if this is a bad rip, or if I still need a settings change to use Dolby Vision. So far no matter what I've tried, I can't get this file to display the proper color space. It's watchable if I adjust the hue all the way into the green side on my TV, but I'm trying to make it "just work." Here's the mediainfo, omitting the subtitles info:

I've tried watching it on my Windows 10 computer with VLC. The monitor is HDR capable, and I've enabled HDR in Windows settings as well as the full range in NVIDIA settings. I also tried using OpenGL playback in VLC per some other discussions. After an hour of messing with VLC, I downloaded madVR and used it as the renderer for MPC-HC. Again the colors are wrong but look ok if I adjust the hue to +80 in madVR.

I also tried it on my Sony X950H TV from my NVIDIA Shield Pro. The cables are high quality, and I've verified other HDR/non-Dolby H.265 movies display in HDR. I've tried dozens of forced resolutions on the Shield without success. The HDMI is set to enhanced and is connected to the ARC/eARC port on the TV. I normally use a Denon AVR-X3700H, but I took it out of the loop to troubleshoot. I've noticed when I play Star Trek (2009), for example, the TV reports it's an HDR signal, but this video doesn't register as HDR. Manually engaging HDR10 changes the colors slightly, but it's still magenta.

Can anyone point me in the right direction to view this properly, or does something else need to be done to rip this properly?
