I'm trying to preserve Dolby Vision playback and wondered if I rip a UHD disc to a folder or ISO does Cinavia protection remain enabled? Is the tool capable of removing Cinavia when ripping in this manner? Say for instance I rip a disc for playback on an OPPO 203 would it trigger Cinavia?

MakeMKV does not do anything about Cinavia. It's embedded in the audio tracks (there's a Cinavia topic in the General section about it).
The "secret" is to not use Cinavia-aware playback equipment and software. If it isn't licensed by the BD standards people, it doesn't have to enforce Cinavia.
