PowerDVD removed the ability to play UHD discs. Only the older versions from a couple of years ago can and as it is (was) official UHD playback software, playback only works if your PC meets the UHD playback requirements. As much as I don't like them, I think DVDFab has a player that may work for you. I'm not sure if it shows the menu's though. You'd be hard pressed to find any other UHD playback software besides those mentioned by SamuriHL.
Maybe it's time to forget about UHD playback (with menu's) as it's not really a thing. 99.9% of people that do use software for UHD playback don't want the menu's etc. They just want to get straight into the movie!
