This now opens in MakeMKV, but not in VLC. I don't get an error in VLC, it just loads infinitely. Is that because MakeMKV is using the public KeyDB, but VLC isn't?

AACS1.0 discs can still be processed and submitted to the keydb when the disc dump is in the 50-150KB range but this is only possible because the full AACS1.0 MKB_RO.inf file is present within the disc dump.

The main reason I asked because I can see people posting separate MKB_RO.inf files on AACS1.0 blu-rays here and apparently that is not needed at all!

Or should I compare the files between a dump and a disc if they are the same size? Is there any reason at all?

There is a high chance that your drive is not libredrive enabled if you have this firmware. Check your Makemkv info if it says libredrive enabled. If not your links are useless since bus encrypted. Then flash your drive with LG BU40N firmware. Afterwards post new dumps.
