Also checked the newest keydb.cfg multiple times, including today and it still does not work.
Am I doing anything wrong? I noticed trying to register on the board did not work w/ my email (Proton mail) and I had to use a temporary email provider.

This is not a UHD disk and also has an old Media Key Block (MKBv19), and so it should "just work". You should have no need to email your dump file to anyone for MakeMKV to decrypt your disk.
The latest KEYDB.cfg file contains a lot of disks which might be yours as well. Could you upload your TGZ dump file here as an attachment so that people can examine it please? Or possibly upload it into (say) Google Drive or OneDrive, and then reply with a download link?
You need to copy the KEYDB.cfg into MakeMKV's data directory (i.e. where MakeMKV writes its TGZ dump files) and then restart MakeMKV before MakeMKV can use it.

Regarding Proton... they've been used by so many spamming people over the years that they were blocked.

I did even manually search for the SHA1 in the keydb.cfg and it's not there. I did copy the keydb.cfg into the right folder for MakeMKV. I'm unsure if it is able to read it. I tried both the all CAPS and non-caps like it comes in the zip, not that it should matter on Windows. ProcessExplorer was unable to find a file handle for the file while MakeMKV was running, tho I suppose that could be because it reads it into memory and closes the file and I just didn't time it right. I also set up VLC with the same keydb.cfg and it's unable to play it.

If it is a regular blu-ray, it should just work, as MrPenguin suggested. You should not have to mess with KEYDB.cfg nor should MakeMKV be creating a dump file for a regular blu-ray or DVD.
Maybe post what MakeMKV says about the drive & the disc in question. Put the disc in your drive, let the OS see it, start MakeMKV and copy & paste the data from the first screen into a post here on the forum.

To be fair, if you want to copy a disk to your hard drive then you should use MakeMKV's "backup" function.

The drive is in the server in the basement and shared via SMB and mounted as a drive letter on the Windows laptop that runs MakeMKV. That's how I did the Minions disk back when as well (tho like I said, dunno if that was MakeMKV or maybe "the dead fox" ).
For VLC I tried both the WIndows laptop via the same shared drive and I also then tried it directly on the server via X-Forwarding but still could not open it.
I guess I'll have to go through the Linux install instructions then and try that. Thanks, will report back once that's done.

Just finished that installation and it seems to be working (have a lovely X-forwarded MakeMKV chugging along. It can find the disc and extract the title info and such and it's running now. I suppose the output will be fine.
Sorry for "disturbance" so to speak. Looking at what it built there during installation, with special drive access libraries and such, it really doesn't work across the network, as SMB won't know what to tell the drive
