I also have problems with this disc. I submitted the dump about 2 weeks ago and it seems to match the one you have submitted.
Did you get it open or do you still have the same problem?

Does copying this file into MakeMKV's data directory (i.e. where MakeMKV also writes its TGZ dump files) and restarting MakeMKV help?

That did the trick, thank you.
As a sanity check I checked that I have internet access enabled and tried again without the manually downloaded keydb.cfg but it didn't work.
