sir anyone here that can help me with my problem

my problem is I see this people who uploads anime that are 720p but has a small file size like the hunter x hunter 2011 a 60mb file size and it is 720p, i don't know where do they get those anime, i know a website where i download my anime that are 720p but has a file size of 300mb, now sir i want to reduce the file size and remain them 720p resolution, can i you help me what should i do or what program should i use?
