No matter what I try I still have issues downloading the latest HK keys in Makemkv
The only vpn location they’ll work is Canada and despite having 200 MBPs down speed downloading the key is super slow, it’s been 45 mins and only downloaded 5MB

I’ve tried Linux, I’ve tried windows 10, macOS and still have the issue, I never had this issue downloading the keys using dvdfab for a 4k UHd movie

Since you mentioned that DVDFab works fine for 4K UHD movies, you might consider temporarily switching to DVDFab for key acquisition if MakeMKV continues to have issues, or download the keys using DVDFab and then switch back.
