Descriptive narration audio tracks?

This is a serious question.. I've been ripping some more of my movies lately to put on my Plex Media Server, and I've noticed several of my blu-ray movies have an audio track with a narrator describing scenes as they're happening (things like, "He walks into the room to find it messy with things strewn about"). I had never noticed this before, and I'm curious when this became a thing? I normally wouldn't want to watch a movie with someone narrating the scenes like that, but I imagine it would be useful if my vision was bad and I had a hard time seeing what was going on.

It's been around for years, but not on most media. It's intended for low- or no-vision viewers.

When it is used on older videos, you have to be careful to make sure the correct audio is chosen as "main". It is a pain when this track is 5.1 Dolby and the main audio is "only" stereo, and your normal settings are "best audio up front!"
