right but can i buy it? is it technically possible to buy with a linux distro? or is buying it only available to windows or mac?

If you're referring to buying MakeMKV pre-configured for ubuntu or some other distribution, Mike does not currently package it that way. You have to compile it for your system.
There are some "packaged" versions, maintained by others; The license will work on those, but Mike isn't the one doing the packaging, and those can have restrictions on how they work due to the package system. These was a question about a "snap" package not including access to network shares this week.
