Playback Regions?

Ive no idea exactly how DVD drives, or MakeMKV work exactly. Does the Playback Region matter? I know US DVD players cant read Playback Region 0 disks.
Once it is in MKV format, there is no more region coding.
Getting there depends on your drive. Most DVD drives can be made to ignore the region code during ripping. MakeMKV will tell you if it had an issue bypassing it. I haven't seen any of my Bluray drives complain about region coding (BD regions are done differently than DVD regions).
