Licensing purchasing and install question

Hi all,
I have several PC that we have personal account logins so that anyone can use any machine by using their account login.
So to use makeMKV, do I to purchase licenses per machine or should I purchase per user login? For example, if I have 4 users but only 2 PCs, should I purchase 4 licenses (1 for each user) or just 2 licenses (for the 2 PCs)?
I'm not sure how the software works if I install it on a PC but then have users remotely login or use their account login.
