Both MakeMKV and my laptop cannot access the Blue Ray inserted disk!
Please help.

Does your laptop have a Blu-Ray drive or is it a DVD drive?
Is the laptop a PC or Mac?
What is the disc?
It is better to give too much information than too little.

It's DVD only and Windows 7.

That explains it......your drive will not be able to mount/read Blu Ray discs since it's DVD only.
Invest in a drive that can do both.
