I'm not aware of any compression tools that'll keep Dolby Vision intact. I think if you want to transcode a DV title, you'd have to strip the DV, transcode the base file, then put the DV back into the file.
I don't transcode my 4K movies since I have relatively few of them, big hard drives are cheap, and the process for doing it seems like a lot of work. It is possible, however, that the state-of-the-art of tools has changed since I last looked.
