Bluray chapter issues

two problems I've run into:

1) it seems that any files written by MakeMKV 1.3b797 do not have chapter 1 as being at 00:00:00.000, but rather at the first non-zero chapter mark. Chapter 1 should always be 00:00:00.000.

2) Attempting to skip forward or backward in some media players (namely XBMC) causes lockups (for several minutes). Remuxing with MKVMerge seems to fix the problem, but adds another time-consuming step to the workflow.

update: issue still present in MakeMKV 1.4 beta.

additionally, the first chapter marker (which is not at 00:00:00) is being labeled 'chapter 0' instead of 'chapter 1'

It probably will be corrected in next version(1.4.3)
