On the assumption that you've already cleaned the disk. Are there any scratches (or cracks) near the hub? When loading a disk, the operating system will try to load the directory, which is at the start of the disk. If it cannot recognize the format, it gives the "no disk" status.

I also assume that this isn't an UHD disk.
