Does this program work for all DVD/Bluray regions?
Does this program work for both PAL and NTSC? I'm looking to purchase a dvd box set on ebay that is PAL, but live in an NTSC region. Would this program be able to rip, or would that be more based on whether or not my disc drive accepts both?

MakeMKV really doesn't care - it removed the region coding on DVDs, and ignores it on Bluray. I've bought R2 disk sets (Blake's 7 and a few movies) and the MKV files played just fine. It's interesting on a lot of BDs to watch the "extras" and find out that several of them are simply screens that say, "You aren't supposed to be watching this on your BD player!"
TVs nowadays will adjust to PAL vs. NTSC timings. And most computer players are more dependent upon the refresh rate of your monitor than anything else.
That said, I run just about everything through handbrake after ripping, and tell it to remove the telecine and interlace effects from both PAL and NTSC, so the video is at the "raw" 24 frames per second of the original film. Usually, films are simply played at 25 FPS under PAL, even though they're really 24 FPS. It's when things are played at 30 FPS for NTSC that things get really funky!
